The Delhi Development Authority (DDA) has approved the Master Plan for Delhi 2047 (MPD-2047), outlining a long-term development framework for housing, infrastructure, mobility, environmental sustainability and urban redevelopment. The plan, approved under the chairmanship of Lieutenant Governor Taranjit Singh Sandhu, is to be sent to the Ministry of Housing and Urban Affairs (MoHUA) for final approval and subsequent notification.

Why Delhi Has a New Master Plan

DDA had earlier been working on MPD-2041 after MPD-2021 ended. It has now shifted to MPD-2047 to align Delhi’s development roadmap with the Centre’s Viksit Bharat 2047 vision.

The plan adopts an integrated approach covering housing, economic development, transport, environmental sustainability, infrastructure, heritage conservation, urban regeneration and citizen-centric governance, keeping the expected rise in Delhi’s population in view.

Town Planning Scheme to Change Land Pooling

One of the major changes is the introduction of Town Planning Schemes (TPS) as an alternative mechanism under the existing land-pooling framework.

Under the existing system, landowners pool their parcels, with 40% of the pooled land going to DDA for roads, parks and other public infrastructure, while 60% remains available for residential and commercial development.

The policy was introduced under MPD-2021 in 2007, followed by regulations in 2013 and revisions in 2018 covering 138 sectors across six zones. However, land assembly disputes, consortium requirements and uncertainty over development timelines prevented work from beginning in any sector.

Under TPS, once DDA notifies an area, participation will be mandatory. Landowners with contiguous parcels above 20 hectares can approach DDA directly, while the consortium requirement is no longer necessary in the earlier form.

Jagan Shah, former head of the National Institute of Urban Affairs and currently Professor of Practice at IIT Delhi, welcomed the availability of different mechanisms for urban land assembly and redevelopment but cautioned that DDA’s discretion in selecting TPS areas could create opportunities for rent-seeking.

Housing Shortage and Unauthorised Growth

Land pooling is being viewed as an important route to address Delhi’s housing shortage, with the potential to unlock up to 20 lakh homes. Current reporting has also estimated that Delhi could require around 40 lakh additional homes by 2047.

According to Anarock data cited in the report, the share of newly launched homes priced below Rs 40 lakh fell from 62% in 2020 to 11% last year. Meanwhile, homes priced above Rs 1.5 crore rose from 13% of new supply in 2019 to 70% in 2024.

DDA internal assessments cited in reporting show that more than 3,500 hectares in land-pooling areas have come under unauthorised construction, equivalent to around 4,900 football fields.

Old DDA Houses and Sustainable Development

MPD-2047 also provides a uniform redevelopment framework for old DDA-built two-storey residential buildings. Several such structures, developed under MPD-1962, are more than 50 years old and have been described as structurally weak.

The plan also focuses on green areas, pollution control, pedestrian corridors, heritage conservation, water management and waste disposal. Night-time economy is included in the broader planning approach to support safer and more vibrant nighttime activity, although the concept was also present in the earlier MPD-2041 framework.

Yamuna and Future Urban Planning

The Yamuna remains an important part of the plan, with emphasis on protection of the O-Zone and sensitive floodplain areas. However, recent reporting has highlighted issues surrounding the proposed floodplain demarcation while the National Green Tribunal awaits final demarcation.

What Happens Next for MPD-2047

DDA’s approval marks a major step in Delhi’s long-term planning, but MPD-2047 has not yet reached the final notification stage. The plan is to proceed to MoHUA for final approval and subsequent notification. Its framework seeks to address housing shortages, planned urban expansion, infrastructure needs and environmental sustainability as Delhi develops towards 2047.
