Addressing the media at a press conference in Lucknow, Uttar Pradesh’s State Electoral Officer Navdeep Rinva said the draft roll contains 12 crore 55 lakh 56 thousand 25 voters, compared to 15 crore 44 lakh 30 thousand 92 voters in the earlier list.

Draft Electoral Roll Released After Special Intensive Revision

The Election Commission of India released the draft voter list for Uttar Pradesh after completing the Special Intensive Revision (SIR). The announcement was made during a press conference held in Lucknow on Tuesday afternoon.

State Electoral Officer Navdeep Rinva informed that the draft electoral roll now includes the names of 12 crore 55 lakh 56 thousand 25 voters. This follows a large-scale verification exercise conducted across the state.

Before the SIR, Uttar Pradesh had 15 crore 44 lakh 30 thousand 92 voters in its electoral roll. According to officials, 81.30 per cent of voters from the existing list filled their forms and registered for inclusion in the revised draft.

2.89 Crore Voters Excluded From New Draft List

Based on the SIR findings, the Election Commission stated that the names of 2.89 crore voters were not found in the new draft electoral roll. This figure represents 18.70 per cent of the existing voter list.

Navdeep Rinva said the exclusions were identified after field-level verification and scrutiny conducted during the revision process. The draft roll reflects voters whose details could not be validated or confirmed during the SIR.

Breakdown of Excluded Voters

The State Electoral Officer provided a detailed classification of the excluded voters:

  • 46.23 lakh voters (2.99 per cent of the existing list) were found to be dead during the SIR
  • 2.17 crore voters (14.04 per cent) were not found during verification by Booth Level Officers
  • 25.47 lakh voters (1.65 per cent) were found to have multiple entries in the voter list

Officials said these categories formed the basis for exclusion from the draft electoral roll.

Claims and Objections Timeline Announced

The Election Commission has opened a window for voters to raise concerns regarding the draft electoral roll.

According to Navdeep Rinva:

  • The period for receiving claims and objections has been set from January 6 to February 6, 2026
  • During the notice phase, from January 6 to February 27, 2026, all claims and objections will be examined and resolved

The final publication of the electoral roll of Uttar Pradesh is scheduled for March 6, 2026. After this publication, citizens will be given one month to submit further claims and objections.

SIR Phase Two Across Nine States and Three UTs

The developments in Uttar Pradesh are part of a larger SIR exercise being carried out across the country.

As per ECI data:

  • Nine States and three Union Territories had 50.9 crore electors before Phase Two of the SIR
  • Phase Two commenced on October 27, 2025
  • After draft rolls were published, the total number of electors reduced to 44.4 crore

The ECI stated that the names of nearly 6.5 crore electors were removed from the draft electoral rolls during this phase.

ASD Category and Urban-Rural Trends

ECI officials said the removed names were placed under the ASD category, which includes Absent, Shifted, and Dead/Duplicate voters.

Officials also noted that, based on available trends, the collection of enumeration forms was much lower in urban areas compared to rural regions in the States and UTs covered under the SIR exercise.

States and UTs Covered Under Phase Two SIR

Phase Two of the SIR began on November 4, 2025, covering:

  • Andaman and Nicobar Islands
  • Lakshadweep
  • Chhattisgarh
  • Goa
  • Gujarat
  • Kerala
  • Madhya Pradesh
  • Puducherry
  • Rajasthan
  • Tamil Nadu
  • Uttar Pradesh
  • West Bengal

In Assam, a separate special revision of electoral rolls is currently underway.

Significance of the Latest SIR Exercise

The Election Commission said the latest SIR in the states will serve as the cut-off reference, similar to how the 2003 voter list of Bihar was used earlier for intensive revision.

Most States last conducted a Special Intensive Revision of electoral rolls between 2002 and 2004.

Officials said the current revision exercise assumes significance amid a crackdown on illegal migrants in various States, including those from Bangladesh and Myanmar.
