ECI Form 6 Change: The Election Commission of India (ECI) has recently made a significant change to Form 6. The changes have aroused considerable attention as they are interlinked with the Election Commission’s ongoing Special Intensive Revision (SIR) process of electoral rolls.
Form 6 is an application form used by the Indian citizens for inclusion of their names in the electoral rolls as new voters.
The latest development is that the Election Commission has rolled back the additional SIR related declaration in Form 6 in states where the SIR process has been completed.
What is Form 6?
As per the Election Commission of India and Rules 13(1) and (26) of the Registration of Electors Rules, 1960, Form 6 is an application form for the citizens seeking to register themselves as a new voter. It is usually used by the Indian citizen who has attained 18 years of age or will attain the qualifying age criteria within the prescribed period.
Form 6 requires the applicants to furnish details such as name, date of birth, gender, address of residence, contact details and details of parents. They also need to provide documentary proof of age and residence. It is also used for enlisting the ones who have been deleted in the enumeration phase.
The Recent Changes by ECI to Form 6
The ECI has confirmed that the first time voters and new applicants no longer need to provide additional declarations with regard to mapping of their names, their parents’, or their grandparents’ names with the electoral rolls of 2003 list.
Election commission restores the original form 6 and drops the extra declaration. The Annexure D has been removed from the online form available at ECI portal for non-SIR states.
Also, the mapping under form 6 will still be applicable for the states and union territories where SIR is currently underway.
However, the change does not mean that there will be no verification anymore. Verification of eligibility to become a voter will continue as before alongwith the normal Form 6 process.

Why Did the Change Become Controversial?
The removal of additional declaration has raised several concerns, including whether the modification in the form through online portal is legal without making a corresponding amendment to the Registration of Electors Rules, 1960.
According to the reports, the Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi questioned whether this modification could be made without a formal legal process of changing a prescribed statutory form.
Impact on First Time Voters?
This major change is relevant to the young citizens registering as first time voters.
Under the earlier process, the applicants need to map the electoral status of parents or grandparents in earlier SIR.
But now, post removal of additional declarations in the states where SIR has been concluded, the applicants can follow the normal registration process without SIR linked declarations.
