UGC Distance Learning 2026-27: Applications Open for ODL and Online Programmes

The University Grants Commission (UGC) has opened applications from eligible Higher Education Institutions (HEIs) seeking recognition to offer Open and Distance Learning (ODL) and online programmes for the 2026-27 academic year. The new application window covers academic sessions beginning January-February 2027 and onwards, with applications accepted through the UGC Distance Education Bureau (DEB) portal.

UGC Opens Recognition Applications for January 2027 Session

The UGC has invited eligible HEIs to apply for recognition to offer programmes through ODL and online modes under the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020, and subsequent amendments. The commission’s public notice was issued on August 31, 2026.

The new application process relates to the January-February 2027 academic session and onwards. Institutions seeking recognition are required to complete the prescribed application process through the UGC-DEB portal.

According to the DEB’s instructions, the key timeline is:

The DEB instructions also state that applicants have to register online through the UGC-DEB portal. The regulatory framework is based on the UGC’s 2020 ODL and Online Programmes Regulations and subsequent amendments.

Application Does Not Guarantee UGC Recognition

The UGC has specifically clarified that submission of an application does not automatically result in recognition. Applications and proposals will be examined to establish whether the concerned institution meets the prescribed regulatory requirements for conducting ODL and online programmes.

Institutions must also send the original affidavit and relevant annexures in hard copy to the Joint Secretary, Distance Education Bureau, UGC, 35 Feroze Shah Road, New Delhi – 110001, by September 25, 2026.

The commission has also maintained a year-round application provision for institutions entitled to offer online programmes and for Category-I HEIs eligible to offer ODL programmes. Therefore, the September application window should not be interpreted as the only application route for these eligible categories.

UGC Distance Education Rules and Student Admission

The UGC-DEB framework is important for students as well as institutions because recognition determines whether an HEI is permitted to offer programmes through the relevant ODL or online mode. The DEB portal separately provides information on recognised ODL institutions, entitled HEIs for online programmes, year-wise programme status and other regulatory information.

For the August 2026 session, the DEB has separately stated that the last date for student admissions is September 15, 2026, while the last date for submitting admission data through the UGC-DEB web portal is September 18, 2026. This is separate from the new recognition application process for the January-February 2027 session.

The UGC has also issued a circular dated July 29, 2026, concerning one-year postgraduate programmes under ODL and/or online mode in accordance with the National Education Policy (NEP), 2020.

Jamia Millia Islamia Adds 11 Distance and Online Programmes

Alongside the UGC’s recognition-related development, Jamia Millia Islamia (JMI) has expanded its Centre for Distance and Online Education (CDOE) offerings for the 2026-27 academic session.

JMI has introduced 11 new certificate and diploma programmes and extended the application deadline for its CDOE programmes to September 8, 2026. The earlier deadline was August 10.

The new programmes include certificate courses in:

  • French
  • Spanish
  • Chinese
  • Persian
  • Arabic
  • Russian
  • Photography and Video Editing
  • Anchoring and Broadcast Presentation
  • Indian Knowledge Systems

The new diploma-level offerings include a Diploma in Artificial Intelligence and Digital Media and an Advanced Diploma in Conflict Analysis and Peace Building. Reports on the expansion have described the centre’s total offerings as reaching 60 programmes.

JMI’s revised admission schedule followed requests from prospective applicants. The recommendation for extending the deadline was made by CDOE Director Aslam Khan, while Vice-Chancellor Mazhar Asif and Registrar Md Mahtab Alam Rizvi welcomed the addition of the programmes and highlighted the academic opportunities associated with the expanded offerings.

What the Latest UGC Distance Learning Update Means

The latest UGC notice establishes the recognition process for HEIs planning ODL and online programmes from the January-February 2027 session onwards. The September deadlines apply to the specified application process, while eligible online and Category-I ODL institutions retain the year-round provision. Recognition remains subject to regulatory scrutiny, making compliance with UGC requirements central to the process.
