One Nation One Election: India’s Election Revolution Explained

On Wednesday, 18th September 2024, the Union Cabinet on Wednesday accepted the recommendations of a high level committee suggesting simultaneous execution of Lok Sabha and State Assembly Elections followed by local body polls within 100 days. This acceptance is based on the approval from various political parties, former election commissioners, former state election commissioners and many others. One Nation One Election Meaning 

• One Nation One Election means that elections for both Lok Sabha and State Assemblies will be conducted simultaneously throughout the country. 

• Currently, elections in Lok Sabha and State Assemblies are conducted after the completion of a five year term of the ruling government or because of dissolution.

• Various people in the nation have varied opinions about the same, some people support the act saying that it will save the amount spent on multiple elections while some oppose it saying that it is against the basics of democracy.

What is One Nation One Election?

• The concept of One Nation One Election revolves around conducting simultaneous elections both at the centre and at the state based upon the recommendations.

• The recommendations are given by a High Level Committee (HLC) based upon their HLC report. 

• The High Level Committee chaired by former President Ram Nath Kovind, the report of which is uploaded on the website onoe.gov.in

• Other members of the High Level Committee includes Shri Amit Shah (Union Home Minister), Shri Ghulam Nabi Azad (former leader of opposition in Rajya Sabha), Shri NK Singh (Former Finance Commission Chairman), Dr. Subhash C. Kashyap (former Lok Sabha Secretary), Shri Harish Salve (Senior Advocate), Shri Sanjay Kothari, Shri Arjun Ram Meghwal, Dr. Niten Chandra (Secretary).

• The committee took 191 days to complete the report, consulting various stakeholders and researchers.

• The report has been explained in detail with relevant graphs, tables and charts to illustrate their consultations and recommendations.

• The report was submitted to the current President Draupadi Murmu in March, before the Lok Sabha Elections 2024.

High Level Committee Recommendations

• Amendments in the constitution are suggested to enable ‘One Nation One Election’. This Amendment will allow the Election Commission of India to prepare a single electoral roll and EPIC in consultation with the State Election Commission of India.

• Simultaneous elections will take place in two phases.

• The first phase shall include Lok Sabha Elections & State Assembly polls.

• And the second phase includes elections of municipalities and the panchayats, which will be conducted after 100 days of general elections.

One Nation One Election: Advantages

• It will increase the convenience for voters and may result in an increased voter turnout.

• It is a cost-saving procedure as one election would save a considerable amount of money which is wasted on multiple elections repeatedly.

Key Insights from High Level Committee (HLC) Report

• Out of 62 political parties, the report received the feedback of 47 political parties. Out of 47 parties, 32 voted in favour and 15 voted in against.

• Out of 4 former Chief Justices of India (Supreme Court), all of them voted in favour of it in both physical consultation and written response.

• Out of 12 former Chief Justices of High Courts, 9 of them voted in favour while 3 voted against it, all of them were examined through physical consultation and written response.

• Out of the 4 examined former Chief Election Commissioners, all of them voted in favour of it, both in physical interaction as well as in written response.

• Out of 8 former State Election Commissioners, 7 of them voted in favour of it, while 1 was in opposition. All of them were examined with physical interaction as well as written response.

• Out of 5 stakeholders consulted from BCI, ASSOCHAM, FICCI, CII, all of them voted in favour of it both in physical interaction and written response.

• Out of 5,232 responses recorded on the website from the common public as of 28th February 2024, 3,837 people were in favour while 1,395 were in against it.

• Out of 154 postal responses recorded from citizens, 109 favoured the idea and 45 opposed it.

Reactions From Other Political Parties

Leaders from various political parties have different reactions to the decision of One Nation One Election.

• PM Modi hailed the decision of the Cabinet and appreciated former President Ram Nath Kovind ji. He further said that it is an important step in making our democracy more vibrant and participative.

Modi has been advocating this move for a long time now. He has also said about it in his speech at the Independence Day and it has also been outlined in the manifesto of Bharatiya Janata Party (BJP).

• Opposition Party Congress’s leader Mallikarjun Kharge opposed this move and called it as against democracy. He further said that elections are necessary to maintain democracy.

• AIMIM Chief Asaduddin Owaisi has also opposed the decision of ‘One Nation One Election’. He further said that it will destroy democracy and federalism.

• TMC MP Derek O’Brien was also amongst those who opposed the decision of ‘One Nation One Election’ and called it a “another cheap stunt” of the BJP.
