To ensure nationwide readiness and strengthen civil defense mechanisms amid this critical war-like situation, the Ministry of Home Affairs (MHA) has successfully completed a major national mock drill (Operation Abhyaas) on May 7, 2025, across the nation. This large-scale simulation aimed to test emergency protocols, train volunteers, and educate citizens across 244 locations throughout the country. What is a Mock Drill?
Supervised by the Ministry of Home Affairs (MHA), the mock drill was carried out across 244 strategic locations. It involved collaboration among police forces, paramedics, disaster management units, and volunteers to demonstrate emergency evacuations, first aid responses, and strategic blackouts to ensure citizens and institutions could respond swiftly under pressure. The prime features of mock drill are:
- War Siren Alert in India: War Alert Sirens were used to inform citizens and get themselves prepared for a war-like situation.
- Blackout in India: Strategic power cuts to mimic wartime scenarios.
- Civil Defence Activities: First aid, bomb threat response, and public evacuation rehearsals.
- Evacuations: Practiced movement of civilians from danger zones to shelters.
Mock Drill Timings
Mock drills began at 4 PM across the nation. However, the timings of the mock drill and the duration of the drill varies from place to place. These drills are basically to train common citizens for a war-like situation.
- New Delhi: At New Delhi, mock drills were conducted at the NDMC Office across the city.
- Bathinda: At Bathinda, Punjab, a city which is a few hundred kilometres away from the borderline, executed mock drills at 4-5 places to make people aware about war-like situations.
- Barmer, Rajasthan: People of Rajasthan were taught how to react in context of air strikes.
- Shillong, Meghalaya: Shillong has witnessed a comprehensive mock drill in the city covering all the major aspects to learn.
- Terminal-3 IGI Airport: At Terminal 3 IGI Airport, a comprehensive mock drill is conducted.
- Dehradun, Uttrakhand: Mock drill in Dehradun taught people how to react in case of emergency and attacks.
Along with this various other cities like Bhubaneswar, Jaipur, Imphal, Mumbai, Amritsar and many others across the nation successfully executed the task of performing mock drills for the nation. Some of the major points of operation includes:
- Schools participated by conducting evacuation drills, turning off all electronic equipment, and taking shelter under desks upon hearing the sirens.
- Fire safety and rescue operations were tested along with sudden blackouts and mock bomb defusal exercises.
- Authorities conducted drills at some selective strategic locations such as Bus Stands and Railway Stations.

Blackout Timing Across Nation
On May 7, as planned, various locations went through a blackout phase in their respective timings successfully. However, the timings were strictly adhered to by the electricity boards and the state government as well. Some of the major cities where black out occured have been shown below:
- Himachal: Siren activated in Himachal and a blackout was performed in the state as well. The timing of the blackout was 7:20-7:30 PM.
- Patna, Bihar: Blackout was observed in the city of Patna from 7:00 – 7:10 PM
- Golden Temple, Amritsar: Balckout in Amritsar was observed from 10:30-11:00 PM.
- Akshardham Temple, Delhi: Blackout in Delhi was observed for 15 minutes, from 8:00-8:15 PM.
- Vadodara, Gujarat: Vadodara district observed the blackout from 7:30-8:00 PM.
Likewise, various other cities like Jaisalmer, Lucknow, Jalandhar, Hoshiarpur and others have also participated in the blackout. The blackout timing for Jalandhar was for 60 minutes or 1 hour (8 PM to 9 PM), which is the longest from all the cities in a single go.
What are the rules of Mock Drill?
A notable aspect of this drill is the involvement of the general public. The government requested every citizen to comply with the mock drill. Citizens are advised to:
- Follow safety protocols during drills and following the sirens.
- Stay calm and attentive.
- Assist the elderly, children, and those with disabilities.
- Participate in evacuation and first-aid training workshops.
- Promoting public awareness so that panic is replaced with preparedness
Mock Drill Outcomes
Initial feedback suggested that Operation Abhyaas significantly strengthened emergency readiness among participating regions. It revealed both strengths and gaps in our current disaster response strategies. The outcomes include:
- Faster coordination among departments.
- Improved response from local volunteers and school authorities.
- Spreading awareness among the citizens for reacting swiftly upon hearing the sirens.
- Advising the citizens to avoid using the network—keeping it free for the emergency services and not sharing any pictures or videos that might potentially reveal or expose the defence system.
