What Changes From October 1, 2026?
The Ministry of Petroleum and Natural Gas, through a Press Information Bureau release dated September 19, 2026, said that domestic LPG consumers will need to have completed Biometric Aadhaar Authentication to book refills at the regulated Retail Selling Price with applicable subsidy from October 1.
The government said BAA is intended to ensure that subsidised LPG reaches genuine and deserving households. Linking each LPG connection to an Aadhaar-authenticated consumer is also intended to help prevent the diversion of subsidised domestic cylinders for commercial and industrial use, remove duplicate and ineligible connections, and make subsidy delivery transparent and targeted.
Consumers who have already completed BAA will not need to authenticate again, and their refills will continue as before. For consumers who have not completed the authentication, refill booking at the regulated price with subsidy will be enabled once the authentication is completed.

How to Complete LPG Biometric Aadhaar Authentication
The government has provided multiple options for consumers who have not yet completed BAA.

For home-based authentication, the government has specified IndianOil ONE for Indane customers, HelloBPCL for Bharatgas customers and HP PAY for HP Gas customers. Video tutorials for completing self e-KYC are also available on the PMUY portal.
What If a Consumer Does Not Complete BAA?
The October 1 requirement does not mean that consumers who do not complete BAA will be unable to receive LPG altogether.
According to the Ministry, consumers who are unwilling or unable to complete BAA can still receive LPG. They will have to register this choice through their OMC’s digital channels, including the consumer web portal, mobile application, WhatsApp chatbot, IVRS or other available channels.
Such consumers will be supplied LPG at the applicable market price without subsidy in 5 kg or 10 kg cylinders, subject to local availability with the OMC.
27.43 Crore LPG Consumers Have Completed Authentication
The government said that as of September 19, 2026, 27.43 crore active domestic LPG consumers, representing 89.9 per cent of the total, had completed Biometric Aadhaar Authentication.
Consumers were initially asked to complete BAA by June 30, 2026. The deadline was subsequently extended several times to provide more time. The revised dates were July 31, August 7, August 15, August 23, August 31, September 7 and finally September 14, 2026.

Since October 2023, Oil Marketing Companies have also conducted a nationwide outreach drive. According to the Ministry, more than 12 crore SMS and WhatsApp messages have been sent. Distributors and delivery staff have individually followed up with consumers who had not completed authentication.
Special camps have been organised at distributorships, high-footfall locations and in rural areas. The outreach has also included IVRS prompts during refill booking, mobile notifications, social media campaigns, newspaper campaigns and other channels.
Why Is the Government Requiring Biometric Aadhaar Authentication?
The government says the authentication process is aimed at making LPG subsidy delivery more transparent and targeted.
According to the Ministry, linking LPG connections to Aadhaar-authenticated consumers can help prevent diversion of subsidised domestic cylinders for commercial and industrial use and remove duplicate and ineligible connections. The Ministry has also stated that the process is not intended to deny LPG to any genuine household.
The move follows an earlier clarification issued by the Ministry in March 2026 regarding LPG biometric Aadhaar authentication. At that time, the Ministry clarified that e-KYC was required for unauthenticated LPG customers and that non-PMUY customers who had already completed it did not need to repeat it. It also said PMUY customers need to complete it once every financial year for targeted DBT subsidies after seven refills, namely on the eighth and ninth refill.
LPG Subsidy and the Cost to Oil Marketing Companies
The Ministry has also outlined the financial context behind domestic LPG subsidy.
Domestic LPG is sold below cost, and the implicit subsidy for September 2026 is around ₹210 per 14.2 kg cylinder. In June 2026, the implicit subsidy had reached ₹721 per cylinder. To keep domestic LPG affordable, the Government paid oil marketing companies compensation of ₹22,000 crore in FY 2022-23. It is paying ₹30,000 crore during FY 2025-26 and FY 2026-27.
Despite this compensation, accumulated under-recoveries of public-sector OMCs on domestic LPG exceeded ₹62,000 crore as of August 31, 2026, according to the Ministry. The government said directing the subsidy only to genuine consumers is essential to sustaining it.
What Consumers Should Know Before October 1
Consumers who have already completed Biometric Aadhaar Authentication do not need to take any further action. Those who have not completed it can use the delivery-time facility, visit their distributor’s showroom or use the relevant OMC mobile application.
