The Federal Bureau of Investigation has arrested a 27-year-old Afghan national, Nasir Ahmad Tawhedi, residing in Oklahoma, who was plotting to execute an Election Day terrorist attack in the United States for ISIS. His arrest on October 7, 2024, points out that despite all the counter-terrorism efforts being carried out by federal law enforcement, the threat of terrorism within the United States remains consistent. Key Details of Foiled Terror Plot
- Inspired by ISIS: According to reports, Tawhedi watched ISIS propaganda films that promoted violent martyrdom. Investigating authorities established that he had accessed ISIS-related material on various online platforms, including Telegram, and stored propaganda materials on his cloud accounts.
- Liquidating Family Assets: According to the Press Release, Tawhedi and his juvenile co-conspirator attempted to liquidate their family assets to finance a terrorist attack. Following this, they advertised about their HP Chromebook on the internet. An FBI informant inquired about the Chromebook for his new gun business, which eventually led to a meeting between the two.
- Testing and Purchasing Ammunition: On 7th October 2024, both, an FBI undercover agent and Tawhedi arranged to meet at a rural location to test ammunition. FBI agent arrived with backup at the rural location in the Western District of Oklahoma.
- Acquisition of weapons & the Arrest: On 7th October 2024, Tawhedi obtained two AK-47 rifles, ten magazines, and 500 rounds of ammunition from an undercover FBI agent. And upon receipt of the same, Tawhedi and the juvenile were arrested.
- Targeting Election Day: The Justice Department stated that Tawhedi planned to target large crowds on the upcoming Election Day, aiming to cause mass casualties. The FBI found that Tawhedi and his juvenile co-conspirator were prepared to die as martyrs.
- Both tried to finance their plan by selling family belongings online, including computers, which the undercover FBI source took advantage of.

Legal Charges Against Tawhedi
Tawhedi is charged with attempting to provide material support to the designated foreign terrorist organisation ISIS. A maximum sentence of 20 years has been assigned for this crime. He has also been charged with an additional count for possession of a firearm during the commission of a federal crime of terrorism, which carries up to an additional 15 years if convicted.
According to the unsealed criminal complaint, Tawhedi was arrested in violation of Title 18, United States Code, Section 2339B and Title 18, United States Code, Section 924(h). The details of the sections is provided in the copy of the complaint on Page 26.

Evidence Found in Criminal Complaint
Following evidences have been found in the copy of complaint from Page 16 to Page 25:
- Evidence 1: Based on an examination of his search history and Telegram chat history from 20th September to 25th September 2024, it is clear that the plan was made between Tawhedi and CC1 (the other person in the chat, Akhi” in the Telegram account) about liquidating the family assets and purchase ammunition. They intended to send the money raised to ISIS Mujahidin and ‘bayt-al-mal’, and later execute the attack.
- Evidence 2: Further from his google search history conducted on 25th July 2024 it was found that Tawhedi was searching for ‘how to access Washington DC cameras’ , ‘Which US state does not require relation to get a firearm?’, ‘Which US state does not require a licence to get a firearm?’ ‘Which US States have Passed Permitless Carry Gun Laws?’. Further, he also visited White House and Washington Monuments webcam, as per a search conducted on 25th July 2024.
- Evidence 3: Tawhedi liquidated a family asset, an HP Chromebook to purchase ammunition from an undercover FBI human source and was caught red-handed while purchasing ammunition on 7th October 2024.
