NEET UG 2026 Counselling Rules: MCC Announces Major Reforms in Seat Upgradation, Resignation, and NRI Quota

As the NEET UG 2026 counselling draws close, the Medical Counselling Committee (MCC), under the Ministry of Health and Family Welfare, has made a few significant updates regarding the process. The MCC has proposed certain amendments to the NEET UG 2026 counselling process that shall reduce avoidable travel, reduce paperwork, and bring in more transparency and ease of access for thousands of meritorious medical students across the country.

Key Summary on NEET UG 2026 Seat Upgradation Changed

• No Physical Reporting for Upgrades: Candidates opting to upgrade their seat in subsequent rounds no longer need to travel to the allotted college physically.

• Online Seat Resignation Portal: Exit or resignation from an allotted seat can now be processed digitally via the official MCC portal within scheduled deadlines.

• Online NRI Quota Verification: Candidates applying under the NRI category for deemed universities can upload required verification documents directly online.

• Greater Fee & Seat Transparency: State and Union Territory authorities have been directed to publish fee structures and seat availability clearly online.

What Are the Key Changes in NEET UG 2026 Counselling?

No Physical Reporting Needed for Seat Upgradation

Under the updated guidelines, candidates who receive a seat allotment in any round and opt for an “Upgrade” or “Willing to Upgrade” in subsequent rounds do not have to report physically to the institute solely to complete admission formalities.

Their allotted seat will remain protected in the central system while they participate in further counselling rounds. This reform provides major financial and travel relief to students and parents who previously had to travel long distances across states just to secure an upgrade option.

Digital Seat Resignation Portal

MCC has launched an online seat resignation feature on its portal (mcc.nic.in). Eligible students who wish to quit or surrender an allotted seat—within the allowed rules and deadlines—can now process their resignation digitally without needing to visit the institution in person.

Direct Online Document Upload for NRI Quota

For students applying against NRI quota in deemed medical universities, the process of submission of the documents for verification has been made easier by the Medical Counselling Committee (MCC). Now, they can directly upload all the required documents on the counselling portal to complete the process of document verification.

Implementation and Stakeholder Readiness

To facilitate the process, an orientation and training programme for the State Directorate of Medical Education (DME) authorities was conducted by the MCC during May and June 2026. A training session for medical institutions was organized on 27th July 2026 for the concerned authorities. Similar orientation sessions are also being planned by the ministry for the government and private medical colleges.

Moreover, the ministry has also asked the State and Union Territory authorities to display the requisite information like fee structure, bond amount, and available seats in order to help the candidates while making their choice of options during the option entry.

As the results for NEET UG re-examination had been released this month itself, the counselling dates for 15% All India Quota (AIQ) and 100% Deemed/Central Universities seats are also expected to be out soon.
