Garhwali village, located in the Julana tehsil of Jind district, Haryana, has faced a persistent waterlogging problem for approximately 30 years.

The agricultural crisis began significantly following a severe flood in the year 1995. The absence of a permanent drainage system has directly impacted an area estimated between 300 to 400 acres, and up to 800 acres according to specific local reports, causing continuous damage to wheat and paddy crops. The primary causes of this agricultural failure include:

  • An elevated underground water level (local water table) that remains close to the surface.
  • The high elevation of the local governmental drain compared to the low-lying agricultural fields, which prevents natural gravity-based water drainage.

Because of this ongoing crisis, local farmers have been unable to harvest even one maund (mann) of wheat per acre. To sustain their families and purchase commercial food grains, landowners have been forced to leave farming and seek manual labor or operate grocery shops in commercial hubs such as Julana Mandi and Rohtak.

Institutional Interventions via the Kisan Mazdoor Bachao Abhiyan

To resolve the long-standing crisis, the Gram Panchayat of Garhwali approached the humanitarian initiative known as the Kisan Mazdoor Bachao Abhiyan. Under the directive of Sant Rampal Ji Maharaj, the initial phase of the campaign provided the village with 5,000 feet of pipeline. This infrastructure allowed the village to initiate underground water drainage, providing partial relief.

Subsequent technical assessments indicated that additional infrastructure was mandatory to completely eliminate the waterlogging from the remaining low-lying points. Consequently, the village Sarpanch, Sushil Kumar, along with local farmers, formally presented a second petition to Sant Rampal Ji Maharaj under Phase 2  of the campaign.

Drone and Google Map Survey Specifications

Following the receipt of the formal petition, Sant Rampal Ji Maharaj directed a specialized technical survey team to inspect the location immediately. The survey team conducted a precise topographical measurement using drone cameras and Google Map data to establish the optimal drainage route. The technical findings of the survey team established the following parameters:

  • The drainage route begins at the primary water accumulation point inside the agricultural fields.
  • The path follows a paved local road and extends directly to the government drain.
  • The exact physical distance of this designated path measures 1.6 kilometers, which equates to 5,300 feet.
  • The elevation difference requires an 8-inch diameter pipeline and an electric motor rated at 7.5 Horsepower (HP).

Following the field assessment, Sarpanch Sushil Kumar signed the official survey document on the Gram Panchayat letterhead to authorize the material request.

Phase 2 Material Allocation and Technical Operational Guidelines

Sant Rampal Ji Maharaj directly approved the material distribution under the Annapurna Muhim and the Kisan Mazdoor Bachao Abhiyan Phase 2.  A dedicated transport vehicle delivered the full industrial equipment set to the Garhwali village administration.

The technical representatives of the campaign issued specific execution steps to the local panchayat:

  1. The 5,300 feet of 8-inch PVC pipes must be connected using the provided industrial adhesive, plates, bands, and nuts and bolts.
  2. The structural installation requires the placement of specialized air valves at designated intervals to regulate pressure.
  3. Water must be pumped through the pipeline to check for leakages before any soil is refilled over the trenches.
  4. Once the pipeline is completely laid underground, the survey team will conduct a final quality inspection.
  5. The physical handover and installation of the approved 7.5 HP motor will occur immediately following the successful completion of this technical inspection.

Logistics Delivery and Local Community Reception

The delivery vehicle carrying the industrial pipelines was received by the residents of Garhwali village with a public procession. Local farmers organized a convoy using personal tractors and trailers to escort the delivery team to the central assembly ground. The event commenced with Mangalacharan prayers.

During the reception, Sarpanch Sushil Kumar carried the portrait of Sant Rampal Ji Maharaj to demonstrate civic gratitude. Local representatives, including village residents Ashok Kumar and multiple farmers, stated that the speed of the logistical execution exceeded typical state public works timelines, noting that the field survey and the material delivery were completed within 48 hours of the petition. Local women and elderly citizens expressed that the intervention would allow children and families to be sustained by their own land rather than relying on external market purchases.

Complete Restoration of Agricultural Land and Prevention of Migration

The implementation of the cumulative 10,300 feet pipeline ensures that the accumulated rainwater from the interior fields can be forcefully dispatched into the high-level government drain. The Gram Panchayat confirmed that this drainage capacity will permanently dewater the affected 400 to 800 acres of arable land. 

By rendering the soil dry and cultivable ahead of the monsoon cycles, the infrastructure establishes a permanent solution for the agrarian economy of Garhwali village, enabling farmers to stop manual commuting and resume standard multi-crop cycles on their ancestral properties.
