According to Reuters, OpenAI had restricted access to GPT-5.6 to a small group of vetted partners whose identities were shared with authorities while additional reviews were carried out. Axios reported that the Trump administration later approved a broader public rollout following further testing and meetings between OpenAI and government officials. The White House and the U.S. Department of Commerce did not respond to Reuters’ request for comment outside regular business hours.

U.S. President Donald Trump has issued an executive order creating a voluntary program that allows artificial intelligence companies to submit their “covered frontier models” to the U.S. government for review for up to 30 days before sharing them with approved external partners.

In China, authorities are concerned that Mythos could exploit software vulnerabilities and that the United States might deploy the model against Beijing’s interests.

Anthropic has also warned that it is “probably impossible” to make any AI model fully robust against jailbreaks, highlighting ongoing challenges in AI safety.
