Under an order issued on March 24, households will be given a three-month window to switch after notification, failing which LPG supply may be discontinued. The move comes as the blockage of the Strait of Hormuz and damage to liquefaction facilities in the Gulf region have exposed India’s dependence on imported gas, prompting urgent reforms to strengthen energy security and accelerate domestic pipeline infrastructure.

The Centre has rolled out the Natural Gas and Petroleum Products Distribution (Through Laying, Building, Operation and Expansion of Pipelines and Other Facilities) Order, 2026, notified by the ministry of petroleum and natural gas under the Essential Commodities Act.

Under this order:

  • Households in areas with PNG infrastructure must switch to piped gas
  • Once notified, they are given a three-month window to obtain a PNG connection
  • The order states: “The LPG supply to such an address shall cease after three months from the date of the communication.”

The move aims to optimize LPG distribution by reallocating supplies from pipeline-connected areas to regions without such access, while supporting fuel diversification amid global disruptions.

Oil secretary Neeraj Mittal stated in a post on X that “a crisis (has been) turned into an opportunity”, referring to reforms linked to ease of doing business.

Pipeline expansion and regulatory reforms

The government is accelerating pipeline infrastructure across the country by removing bureaucratic and administrative hurdles.

Key reforms include:

  • Faster pipeline expansion: Extending networks from transmission lines to household connections
  • Time-bound approvals: Public authorities must grant permissions within specified timelines
  • Automatic approvals: Delays will result in deemed approvals
  • Standardised charges: Authorities cannot levy charges beyond prescribed limits
  • Right of way enforcement: Designated officers have powers similar to a civil court to resolve disputes

In residential areas:

  • Permissions must be granted within three working days
  • 48 hours or less – the timeline of completing last mile PNG connections
  • Applications for pipeline connectivity cannot be rejected

Pipeline operators must begin laying pipelines within four months of approval, failing which penalties may apply, including loss of exclusivity rights. Oversight is assigned to the Petroleum and Natural Gas Regulatory Board (PNGRB), which will monitor approvals, compliance, and execution.

Why the government is pushing PNG adoption

The shift toward PNG is driven by multiple structural and economic factors:

  1. Energy security: LPG depends on imports passing through chokepoints like the Strait of Hormuz, making it vulnerable to disruptions.
  2. Cost efficiency: PNG eliminates costs associated with cylinders, transportation, and distribution. Households in cities such as Delhi, Mumbai, and Ahmedabad already pay 30–40% less compared to market-rate LPG.
  3. Convenience and safety: Continuous supply removes the need for cylinder refills and reduces risks associated with storage of pressurised cylinders.
  4. Reduced subsidy burden: Transitioning users lowers the government’s LPG subsidy commitments under schemes like Ujjwala.
  5. Cleaner fuel: Natural gas burns cleaner than LPG, coal, or wood, supporting pollution reduction goals.

Will PNG reduce dependence on imports?

The expansion of PNG networks is expected to reduce dependence on specific import sources, particularly from the Gulf. Pipeline infrastructure can be supplied from multiple sources, including domestic gas fields and various import terminals.

India is also pursuing gas supply deals with countries such as the US, Australia, Russia, and Mozambique. A stronger pipeline grid enables integration of gas from diverse sources, reducing reliance on a single region.

At the same time, India’s domestic reserves remain limited, and the country is expected to remain a net importer of gas. Even LNG imports from non-Gulf regions still involve maritime transport, although with less concentration risk than Hormuz.

Despite the push for PNG, LPG will remain essential in several scenarios:

  • Rural and remote areas where pipeline infrastructure is not economically viable

The order allows continued LPG supply in such cases through a No-Objection Certificate (NOC). It states that LPG supply will not cease if an authorised entity certifies that piped gas cannot be provided. These entities must maintain detailed records and withdraw the NOC once PNG becomes feasible.
